I need to have a document automatically number the
headings. Each Heading Level will usually have an unique
format. For example:

Heading Level 1 will be BOLD and UC.
10.1 INTRODUCTION

Heading Level 2 will be Bold, Initial Caps, Text
Underlined:
10.1.1 Introduction

Heading Level 3 will be Bold, Initial Caps, Italics:
10.1.1.1 Introduction

First, I tried to set up a HEADING STYLE with auto-outline
numbering and have found that only the numbers conform to
the Formatting Style - not the title text.

Then I tried to do my auto numbering first, then go back
and apply the appropriate Heading Style to each heading.
When I do is, it removes my auto numbering all together.

Set up your heading formats the way you want them, using the Heading 1
through Heading 3 styles. Format the font and the paragraph generally, but
don't worry about the indent because this must be set in the Numbering
dialog. After you have all three heading levels set up, follow this
procedure.

1. Format | Style and select Heading 1. Press the Modify... button

2. Format: Numbering.

3. In the Bullets and Numbering dialog, select Outline Numbered.

4. On the Outline Numbered tab, click on the pane that shows 1. Heading 1,
1.1. Heading 2, etc. (It should be the second from the left on the bottom
row; if that's not what you see, click that pane anyway and press the Reset
button.) Press Customize...

5. In the Customize Outline Numbered List dialog, Level 1 should be selected
on the left. Set up the numbering style and indents you want for Heading 1.

6. Press the More... button to expand the dialog.

7. Make sure that Heading 1 is selected in the "Link level to" box.

8. Without leaving the dialog, select Level 2 on the left, set the numbering
and indents you want for Heading 2 and make sure it is selected under "Link
level to."

9. Make sure that you have checked "Restart numbering after higher level."

10. Repeat steps 8 and 9 for Level 3 and Heading 3. Only when you have
completed defining the numbering and indents for all heading levels should
you leave the dialog.

In addition to Suzanne's advice, work in Outline view to make it easier to
shuffle the numbered paragraphs and to promote/demote paragraphs as
required.

Actually, Alt+Shift+Left/Right Arrow will promote and demote headings in any
view, but Outline view is handy for rearranging whole sections since you can
drag a heading and bring all its associated text with it if only the
headings are displayed.
