On my computers (home and office) using the tab and [shift] tab keys changes
levels in a numbered list. Her computer doesn't do this. Is there a setting
or default I can change?

Try Office button - Word Options - Proofing tab - AutoCorrect Options -
AutoFormat As You Type tab, second option from the bottom (Set left- and
first-indent with tabs and backspaces).
