I dont think you can do it inside a text box.

It's a real kludge but size the text box to the photo and add another text
box to the side and yet another below. Then link the two new textboxes -
format them to remove lines if you like and you should get the appearance of
text flowing round the picture. This works OK if the photo is at one side or
other; if it's in the middle it isn't quite so easy.

Do you need it in the text box? Can it not be in the document body where you
could easily format the picture for text to flow around it.

It is not possible to wrap text round a picture within the text box. What's
the purpose of the text box here? Use a table cell instead.
