I need to create a document with a limit of 60 character per line. I would
want it to automatically word wrap if the word will extend beyond 60
characters yet enter a hard carriage return at each line. This needs to be
non-obtrusive for users to type and copy/paste into another system.

You could use a monospaced font such as Courier New. At 12 points, you'll
get 10 cpi, which should give you your 60 characters on a 6" line. Then save
the file as text (.txt), which will insert a paragraph break at the end of
each line.
