On the Home tab, select the Paragraph dialog launcher. (Little funny square
in the lower right hand corner of the group). Click the Tabs button. Select
or type a tab stop position and select one of the leaders. Be sure to click
Set before clicking OK.

It's not recommended that you use the Paragraph dialog box to access the
Tabs dialog box. Instead use an alternate method such as press Alt+O+T,
double-click a Tab in the ruler, or add the Tabs dialog box to your Quick
Access Toolbar.

When you click the Tabs button in the Paragraph dialog box you set all of
the current settings in the Paragraph dialog box as your defaults - which
is extended to the document template, such as Normal.dotm. A rather nasty
bug!
