These subsjects have been discussed over and over in webmasters NG's.
The best advice is to get everything in writing regarding payment of fees
and (half now half when completed seems the most accepted), also don't get
tied up in multi-department requirements for the website (just deal with
one person).
Get it in writing of the accepted terms for completion of both parties,
else you'll be working on the website till you die.
Also add a line for additional fees of reworking or redoing the pages
(Mainitenance) after the initail completion.

I haven't chased this search in a long while. Seem to recall that many of
