The ability to express what you mean in English would be a start!

I do websites as a hobby and i have the opportunity to bid on a project to
get the chance to build a website for a company, but i am not sure if there
is a specific format that my proposal should be presented in. If possible i
would like to get a sample of what a proposal like this would look like.

My proposal would be a website, not a piece of paper. Word is not a good
program for webpage design, much less website design. The MS product for
that is FrontPage.

I was advised to submit a quote for how much i would do the website for as
part of the proposal, i am sorry for not saying this earlier and it is the
quote i have an issue with as i am not sure if i should also elaborate on the
amount of pages and main features of the site i am proposing to build.

There may be other terms of which you will need to add to the search
options @ http://groups.google.com/

These subsjects have been discussed over and over in webmasters NG's.
The best advice is to get everything in writing regarding payment of fees
and (half now half when completed seems the most accepted), also don't get
tied up in multi-department requirements for the website (just deal with
one person).
Get it in writing of the accepted terms for completion of both parties,
else you'll be working on the website till you die.
Also add a line for additional fees of reworking or redoing the pages
(Mainitenance) after the initail completion.

Here's a link for contract.
I haven't chased this search in a long while. Seem to recall that many of
the template contracts are fee based.
