I am trying to line up some decimal points in a column of
numbers in a cell, and the dotted line isn't lining up the
decimals. What could be the problem? The ruler does have
some square blocks in it indicating a table column. Does
this have anything to do with it?

Also, this is the 3rd time I have sent this message, but I
haven't seen it on the list. Does this happen often? If
so, how can I ensure my message has been sent and received?

Melissa,

If you are not seeing your own post (I have seen all
three), then I don't suppose you are seeing the answers.

If I understand you question correctly, you have a cell
that contains a column of numbers that you want aligned
on the decimal point.

For example:

456.890
34567.89
1.5678
345.45678
88.88

If I am correct so far, then:

Select the cell and make sure is in left aligned (like
shown in the example).
With the cell still selected, display the ruler.
On the far left of the ruler is a toggle button that
toggles between the various tab and indent symbols.
Toggle this icon until the decimal tab symbol (looks like
and upside down T with a dot in the right angle).
With the cell still selected, click on the ruler where you
want your decimals aligned.
Let go of the click and the selected cell will align.

Hope this helps.
