Unfortunately this is the Word group, not the Publisher group, but I'll take
a shot at the question.

Depending on the version of Publisher, you should be able to click inside a
text box and go to Insert->Symbol, and select the Cent symbol. If you do not
have this feature in your version of Publisher, open Word, go to
Insert->Symbol, insert the Cent symbol, then copy it, go back to Publisher
and paste it in. (Similar problem in some versions of Excel.)
