It shows you each of the tabs in the paragraph you're in. Select any
of them and you can change its alignment and its leader, etc.
You'll find the same panel in Modify Style under Format (or also as a
button in the Format Paragraph panel).

In fact, there are two other ways:
- Because the keyboard accelerators from Word 2003 still work, you can
press Alt+O and then press T to open the dialog.
- You can right-click the Quick Access Toolbar, choose Customize, set
the category in that dialog to Commands Not in the Ribbon, and add the
"Tabs..." item to the toolbar. (Unfortunately this is one of the
buttons that don't have a specific icon, but instead show a green
circle.)
Once the Tabs dialog is open, the selection of leaders is the last set
of option buttons.

The easiest way if you often set tabs is to add the command to the QAT
and open the dialog box with the Alt + keyboard shortcut.
