customizing toolbars in Word

Up until a few weeks ago (for 20 years?) when I wanted to use the View
Headers and Footers toolbar, I went to the VIEW menu on Word's main menu,
and selected the View Headers and Footers tool bar, and it would pop out on
the front of Word so I could reach it and quickly use it. When I closed the
toolbar, it would disappear back into View Toolbars list.
Now, when I want to use the View Headers and Footers toolbar, it seems to be
stuck just above the main menu buttons. I mostly have to move things around
up there and open the page wide to finally find that toolbar.
I've tried to drag it off the menu bar, and have searched in the Word Help
files, which says you can do things with the toolbars, but I don't see a
plain instruction to get it to pop out and then pop back in when I close
it..
How can I get the View Headers and Footers off Word's menu bars and back
into the list of Toolbars on the View list?

If you drag the toolbar down into the document area, it should retain that
location the next time you open the header/footer. FWIW, I like it docked at
the bottom, centered below the status bar.
