Reset menu bar in 2007

I created some templates in 2003 that involved manually changing the
Menu Bar. When I open them in 2007 the changes to the Menu Bar appear
on the Add-Ins tab under Menu Commands. I can right-click and choose
Delete Custom Command in 2007 and this appears to work but if I save,
close and open the template again in 2007 then the customisation to
Add-ins come back. Deleting custom command bars seems to work OK.
