Problem with left aligned and justified text.

When I Select All and change a left-aligned document to justified, I get lines
with very few words, usually the first or last lines of a paragraph, that are
spread all across the page. If I select only that line and choose left-align,
it applies to the whole paragraph. Why does this happen, and how can I fix it?

Specifically, I have a quote from a Mike Royko column in which a letter writer
says three words of introduction and then goes to the next line, without extra
spacing, to begin the letter. Those three words of line one are space across
the page. I'd like to be able to left-align those words.

It sometimes happens with the last line of a paragraph too.
