If they're missing, I suspect there's something wrong in the registry where
object types are listed. Try reregistering Word 2007 with this command line
in the Run box of the Start menu:
"C:\Program Files\Microsoft Office\Office12\winword.exe" /r

Curiously enough, created a brand new, empty Word docx file, saved and
closed it, then attempted to insert it into another brand new,
empty.docx. This also threw the cannot start the converter error.
The workaround that is giving the best results is to move to a machine
that actually has the desired Object Types in the Insert dialog.
Fortunately, the majority of machines here are OK, in fact, there's
only this one (so far) with the problem. Sure would like to
understand how it got that way and how to fix it though.

Run Office Setup, Change and select the Converter packs. Click OK so that
Word uninstalls them all. Then do the reverse so that they are all
reinstalled. Does that reset the registry and get everything back?
If that fails, what do you see in Word Safe Mode? From Start | Run
(Winkey+R), type in
winword /a
and press ENTER. Do you see the items now?
