There are Office XP Encryption improvements and there can also be an Internet Explorer change.
In Internet Explorer check in Help=>About to see what the 'Cipher Strength' available is. You may have less than the 128 bit
capability. You can check on http://windowsupdate.microsoft.com to see if an update is available.

I'd suggest going with Method #2 in
http://support.microsoft.com/support/kb/articles/Q286/8/92.asp
if you already have the high encryption installed in Internet Explorer.
