Unable to use the "Start Enforcing Protection"

I am having some issues in restricting formatting and editing for my
document. I have created a form for other users to fill out, and under
"Editing restrictions" I have entered "filling in forms" but when I attempt
to "Start Enforcement," the "Yes, Start Enforcing Protection" is shaded and
will not allow me to click it. Does anyone know why this is? My document
contains check boxes (Legacy Forms) and text boxes (active x control).

Is Design Mode turned on? (In the Developer tab) If Design Mode is on, that
button will be grayed out. Turn off Design Mode, and you should be okay.
