Dial up networking problem

I have a problem connecting to the internet with this new
Windows XP. I have two ISPs and when the dial up
networking configuration is done and I try to connect to
the internet, the ISP number is dialled and then I hear
four beeps but before I can hear the Handshake signal the
dun goes into retry and dials the next number.

I tried with all the different numbers of the ISP but
after four beeps (like the time out) it disconnects.
Please tell me how I can increase this dial up time from
4 beeps to 15 or so beeps.
Also from the configuration if I try to change from tone
dialling to pulse dialling the phone still connects by
tone and does not change to pulse dialling.
Awaiting an immediate solution
