Sysprep Windows XP SP1a with Prompt for Create user accounts

Hi,

I'm trying to make a image that will boot up and let the end user to fill only the FullName, OrgName, ComputerName, AdminPassword and CREATE USER ACCOUNTS...

I have problem in "Create User Accounts".. How can I make the Windows to prompt user to create the user accounts?
