I am trying to import a PFX file into personal store of another user.

How can I do it ?

The imported certificate cannot be exported with private key, due to a
security reason.

I have the original PFX and I have the password and I want to import
it into personal of another user.... is it possible ? I mean, also
using some VBS or powershell commands ..
