Okay i fax modem and fax software that is xp but does it require an
active phone line for me to send a fax or is it possible to use this
with my voip service?

Now my voip provide stated I require software that does not require an
active line when using a virtual fax.

You need a standard analog telephone line to use an analog fax modem on an
XP based computer. There are programs that can send through your internet
connection (that your voip runs on) but the service can be expensive and
they do not use the XP's built in fax software.

Have you tried it to see if it works? That is the obvious first step.
Check with your VOIP provider to see if your service will work for faxing,
many don't, and some offer a fax compatible line for an extra fee.
