I have check MSCONFIG to see if anything in the startup looks funny but
didn't see anything.
How do I track down what is changing the printer and how to stop it...

Follow steps 1 thru 5, since you do not want to reinstall it, you can stop
after Step 5.
I have no idea as to whether anything was sent out from it, it's a virtual
printer, so if you were not connected to the internet at the time of
printing, probably nothing was sent. If you were, probably to the last
'meeting' you help... ie to other folks that were connected with their PCs
when that was held. They would have been notified they had documents
pending for them.
If you need to keep Webex for meetings, then simply go into the Control
Panel, Printers folder; right clock on the Webex printer and select Disable.
