How to delete TEMPORARY INTERNET FILES in XP Pro

It appears that there are about 20 tracking cookies that are in this
directory and nothing I have tried will allow me to delete these
and clear the directory. It's having some effect on both Firefox and
IE.

Can anyone give me a way to get rid of these rascals? I tried using
UNLOCKER and it does not even recognize the files, tried deleting
the directory, no luck, says it's a windows file.

Can anyone help?

May not be the web browsers that are saving the cookie files. I've seen
applications that save their own cookies there. I don't remember which
app it was but I remember getting hit with one, doing a bit of research,
found it was creating its own cookies there, so anytime I ran that app
those cookies would reappear.

Looking inside the cookie or knowing its name might identify who or what
is creating that cookie.
