Since ME and XP show their network properties differently, let's make
sure that you're looking in the right place on XP:
1. Right click the local area network connection.
2. Click Properties.
3. Click "Internet Protocol (TCP/IP)".
4. Click Properties.
5. Click the General tab.
If that says "Obtain an IP address automatically", click the
"Alternate Configuration" tab and see if you entered the specific IP
address there. XP uses the alternate configuration when the primary
configuration is "automatic IP" and there's no DHCP server on the
network to provide an IP address automatically.
If you've used the Alternate Configuration, you can change it back to
"automatic IP" and put the specific IP address in the General tab.

Here's another place to check the configuration: enter this command in
the Start | Run box:
cmd /k ipconfig /all
What does it show?
The output from the ipconfig/all is the following:

That shows a manually configured private IP address of 172.16.1.4. Is
it the complete ipconfig output? Was there a Local Area Connection 1
or 2?
Is that the IP address that you configured? Where did you configure
it? Do the Default Gateway and DNS Servers addresses make sense to
you?
The whole problem might go away if you go to Device Manager,
un-install the network card, and let Windows XP detect and re-install
it.
