Error Enabling ICS Dependency Service or Group Failed to Start

After trying to enable ICS and/or firewall for my network
connection (Windows XP Home) I get the error message: "An
error occured while internet connection sharing was being
enabled. The Dependency Service or Group Failed to
Start." No error code, just this message from network
connections. The Network wizard can not complete this
task either. I have booted from CD and tried to repair
the installation. Any Ideas???!!!!

ICS is dependent on these services, are any of them failing to start?

Service start failures should be recorded in the event log (right click My
Computer, Manage, Computer Management (Local)\System Tools\Event
Viewer\System).
