pop and smtp errors unique to machine

I'm using windows xp home and i'm running into pop and smtp errors using
outlook. i've verified on another machine that the account works and the
settings i'm using are correct. when i try "test account settings" for the
account using outlook the "log on to pop" fails and the "send test e-mail"
fails. i've also tried using outlook express and i get the following pop
error:

The connection to the server has failed. Account: 'pop.cogeco.ca', Server:
'pop.cogeco.ca', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error:
10061, Error Number: 0x800CCC0E

i've scanned for spyware using spybot and it comes up clean. any ideas?

Are you *absolutely* sure the account is configured correctly?

See your ISP's help site. I see the doc
http://www.cogeco.ca/files/pdf/userguides_on/internet/Add_email_account_Outlook6.pdf
which suggests that you should not be using Secure SSL, yet the error
message below suggests that you have set it?

His post doesn't indicate the client is trying SSL. (See the line Secure
(SSL):No) What he is getting is a socket error. Look for things that would
prohibit a connection. These things could be something like...

1) Client uses the MS proxy client and needs to set a rule in the client
configuration file to allow port 110 and 25.

2) User may not have a valid ip configuration for his environment. (e.g.
check network configuration)

3) personal firewall may be blocking the application from opening a port

4) corporate firewall may be blocking the host from reaching the pop/smtp
server (this one is easy to check for. open a command prompt and type
netstat -n when doing a send/receive. if you see a SYN_SENT next to the IP
address that represents the POP/SMTP server, then there is a device on the
network that is prohibiting the connection.)

thanks for the help - i don't know what the problem was but it mysteriously
went away (even though it had originally persisted over several days and
reboots).
