At startup; missing or corrupt isapnp.sys & ntfs.sys

When I try to start my PC;
-First I first get the black screen that says that it wasn't shut down
properly and gives me the choice of booting to Safe Mode, Last Known Good,
Normally, etc.
-No matter what I choose it almost immediately says, "Windows could not
start because the following file is missing or corrupt:
\windows\system32\drivers\isapnp.sys" (or at least as often the file
referred to is ntfs.sys).
-When I try to boot from cd-rom, it begins to copy files but w/in 30 seconds
it stops with a blue screen that says, "File setupdd.sys could not be
loaded. The error code is 4. Setup cannot continue". So I'm unable to get
to the point where I can replace the corrupted files. At this point I don't
see how I can reinstall.

What can I do?
