This is likely a DNS problem. In a command prompt, type
ipconfig /all <enter>
I'm presuming you use DHCP from the Belkin. If you see your Belkin's LAN IP
address listed for DNS, try fixing it to dish out your ISP's DNS server IP
addresses instead of its own. This frequently works better.
And turn that firewall back on!!!
Most public forums block out misbehaved participant.
