Can't create dial-up network connection

Quick background - I recently an Ad-Aware and biffed
several NewDotNet, Gator, and Xupiter files, and
immediately lost my web connection in Windows XP Home. Not
being up on these problems...I started trying to
troubleshoot, undeleted AA files, etc, and quickly hosed
my system to the point that I thought I'd have to reformat
and reload. After six hours of reloading WinXP, safe
mode futzing, and general head pounding, I was pointed to
a program called "WinsockXPFix.exe", which successfully
unlocked my system enough to fully boot into Windows.

PROBLEM: Now, however, I can not create a dial-up
connection. The connection wizard only gives me an option
to create a Broadband connection. The option for dial-up
is greyed out. When I try to create a connection through
Control Panel > Internet Options > Connections > And, it
gives me the following error:

Cannot load the Remote Access Connection Manager service.
Error 711: A configuration error on this computer is
preventing this connection.

Modem is responding fine. No conflicts, responds to query
fine. I did uninstall the drivers and modem, and let WinXP
reinstall - that was successful, but didn't fix the
problem.

After going into Computer Management > Services, I've
discovered the following...if it is pertinent:

- Neither the Remote Access Connection Manager (RACM), or
Remote Access Auto Connection Manager (RAACM) will start.
I get the following errors when trying to start each:

RACM: Could not start the Remote Access Connection Manager
serice on Local computer.
Error 5: Access is denied.

RAACM: Could not start the Remote Access Auto Connection
Manager service on Local computer.
Error 1068: The dependency service or group failed to
start.

Internet Connection Firewall: Could not start the
Internet Connection Firewall service on Local computer.
Error 5: Access is denied.

Now, for the RAACM error I checked the Dependencies tab,
which lists Telephony and Plug & Play. Both of those
services are showing active/started.

The RPC and RPC Locator are also both already
active/started.

After checking all of this....I have run re-install of
Windows XP several times....with no luck. The above
services won't start...and I still can not create a dial-
up networking connection. The options to do so are
still "greyed out".

Any and all suggestions are welcome!!!

Thanks! Although I read your post after I rectified my
situation...your suggestion is exactly what I also found,
and used for the solution.

Of note...my situation demanded I modify the registry,
rather than just re-load XP SP1...and it worked like a
charm.

I have the same problem. Mine surfaced when I upgraded from XP Home to XP
Pro. Everything else appears to be working properly.
