I have a new 3 GHz machine with 1 GB of RAM. When all
background operation of off the CPU Usage History shows
the CPU is runing a about 50% runing
only "System". "System Idle Process" and "taskmgr.exe"
uses the other 50%.
I have let the system run for days in this state with no
change. Norton System Works gives the system a clean bill
of health. The only error in the system log is a VSS
error a few days ago. Looking up this error did not
enlighten me.

Do anyone know what is going on or have a similar problem?

Run the task manager and see which process is using CPU cycles while
the machine is idle. Look under the processes tab, not the
performance. That graph is not going to tell you much. System idle
is supposed to be high, so that is not it. there should be a couple,
like svchost that use 02, but that is normal. Everything else is
supposed to be 00 unless it is doing something. The problem is to
figure out what.

In my case, it was the norton antivirus autoprotect function that was
using too many cycles. Took me a while to figure out why, but it was
because of the XP indexing service (makes file searching faster).
Every time the indexing service looked at a file, NAV was watching. I
turned off the indexing and the problem went away.

Somewhere in that list is the culprit. Then you have to figure out
why it is so busy.

"System" is the only task running (~50%) beside "System
Idle Process" (~49%). The problem hase now resolved
itself (after about 12 hours) where "System" is 0%.

Perhaps the RAID is restriping in the background?

It is one of the services that can be set to manual, automatic, or
disabled.

This page explains it
