Restart the system in Safe Mode.

Boot the system, start tapping F8, when the menu appears, select Safe Mode
and press enter:

Go to start/run, and type

regsvr32.exe regwizc.dll

Select OK.

regsvr32.exe licdll.dll

Select OK.

You should receive a confirmation message for each command. Reboot to see if
the problem is solved.

"Error Code: 0x80070002" error message cites license-checking issue after
upgrade on Dell computer:
