About a week ago, in the "CPU Usage" monitor in Windows
Task Manager, the indicator that monitors CPU activity
started running some red instead of the typical green.
This doesn't seem like it can be good. What does this red
mean? In device manager, the CPU is said to be having no
problems. Also, in the BIOS, the temperature on the CPU is
normal. Performance is not being affected, as far as I can
tell.

You are viewing the "kernal" times. You can turn it off under the view tab.

The problem is not turning it off. The problem is, why is
the indicator running red in the "CPU Performance" window.
I'm concerned about something being amiss with the
processor.
