KB951978 Doesn't Make Sense

update affects Vista SP1, Win 2K8 and Win XP SP3. Yet the first section
states that it doesn't apply. But there is an update only for
http://www.microsoft.com/downloads/details.aspx?FamilyID=705e21de-f7dc-4d19-aafc-f22d3fca772f&DisplayLang=en
[nothing shows up in the catalog for any OS]. If you try and install the
update, you get an error message that the version of IE is incorrect. Weird.

In Regional and Language Options it is relatively easy to have differing
Language Selections ie. US and UK variants of English. It is in this
situation that the update is required.
Why do you think you need this update?

Look at the lines:
"SYMPTOMS
You run VBScript or JScript scripts by using CScript or WScript on a
computer that is running one of the following products:• Windows Vista
Service Pack 1 (SP1)
• Windows Server 2008"
I don't see Windows XP anywhere there and yet it shows up in the "Applies to".
If the situation applied to let's say the UK English and not US English,
wouldn't it say so. And why then does it say the version of my IE is not what
it expected? The KB says nothing of which version this applies to. So that
should be irrelevant.

I wouldn't read too much into the absence of Windows XP SP3 in the place
you mentioned. It is sprinkled throughout the KB Article so it obviously
applies. Whether you need it is another question?
Your problem with Internet Explorer reminds me of something included in
the SP3 release notes:

Have you done a Repair Install recently?

I didn't notice further down in the Release Notes posted as a link
earlier.
Scripting
If you change the regional and language options to a different setting
from those used when the service pack was installed, certain
region-specific aspects of Visual Basic Scripting Edition (VBScript)
(such as the DateValue() function) and Jscript (such as the
toLocaleString method) will not function correctly
This makes the issue clearer than in the Knowledge Base Article.
