thumbnail db in picture file folders

I have quite a few folders of photos that I am unable to view. When I try to
view one of these photos I receive a "no preview" error message in the
windows Viewer. When I click on the file in my Photo program "Dell Picture
Studio" I get a "no data" message - yet the files show xxx kb of data in the
Windows Explorer view. The only difference that I see in the files is that in
the folders where I can the photos contains a "thumb.db" file. Is there any
way to restore this file to the effected folders?

You could try, in Windows Explorer, with the problem folder showing its
contents in the right pane, first switcdh to detailed view, then switch to
thumbnail mview,. In principle the thumbs.db for that folder should be
generated.

I've seen a recent issue that involved file names
with a comma instead of a dot just before .jpg.

You could delete the Thumbs.db files and never
know the difference. I have it disabled and it does
not cause issues.

What is thumbs.db, and can I delete it?
