Sounds like DCOM is disabled. Mine sure is and on purpose too. ;-)
Enable DCOM
Edit the Registry
1. Start Registry Editor.
2. Locate the following path:
HKEY_LOCAL_MACHINE\Software\Microsoft\OLE
3. Change the EnableDCOM string value to Y to enable. Or Change the
EnableDCOM string value to N to disable.
4. Restart the operating system for the changes to take effect.
Use DCOMCNFG.EXE
1. Run Dcomcnfg.exe.
2. If you are running Windows XP or Windows Server 2003, perform these
additional steps:
a. Click the Component Services node under Console Root.
b. Open the Computers folder.
c. For the local computer, right-click My Computer, and then click
Properties.
d. For a remote computer, right-click Computers folder, point to New,
and then click Computer.
e. Type the computer name.
f. Right-click the computer name, and then click Properties.
3. Click the Default Properties tab.
4. Click to select the Enable Distributed COM on this Computer check box.
5. If you want to set more properties for the computer, click Apply to
enable (or disable) DCOM. Otherwise, click OK to apply the changes and
quit Dcomcnfg.exe.
6. Restart the operating system for the changes to take effect.
The following registry string value is used to enable or disable DCOM on all
operating systems:
HKEY_LOCAL_MACHINE\Software\Microsoft\OLE\EnableDCOM
If you change this value to Y, you enable DCOM after you restart the
operating system.
If you change this value to N, you disable DCOM after you restart the

Some things to try.
Open Services...
Start | Run | Type: services.msc | Click OK |
Scroll down to and double click COM+ System Application |
Is it started? If not click the Start button.
Is it set to Automatic? If not set to Automatic. Click Apply.
You may need to click the Start button again if it was Disabled.

I have had some luck and some, not so.
Carried out the Open Services...

COM+ systems application Service. Error - 1053 Did not respond to the start.
I went through the "How to clean up a damaged COM+ catalog. with some
varying results.
Had to go into "Safe Mode", to carry out the process, during the process
"ADD/Remove Windows Components", i received and error, shown below.

I ran the rmdir /s Resgistration command, in safe mode had no choice, access
denied in normal modes. other than selecting yes(Y), very little else
happened, then returned to the C prompt. So I assume this part is OK.
The "state of play", is now I am able to go into component services, My
computer, then there are three sub-trees, COM+ Applications(Comes up with an
error code 800440154 - Class not regsitered).
DCOM Config, this appears to be OK, Displays Bames and the Application ID.
Distribution Transaction Coordinator, displays Transaction List &
Transaction Statistics.
The event viewer the no erros now appear in the application log, however
there are 4 errors in the System log, these are shown here.

After reading your last email, , decided there is no reason run DCOM,
nothing in the \Program Files\ComPlus Applications, I changed the setting in
the Register (n) accordingly.
I came across a problem whilst in the Component Sevices, as suggested in:

"My Computer" for Properties. I do not know if this has any significants, but
there is a small "Red Arrow" pointing down, this may just be to indicate the
sub-tree.
COM+ Setup Error:
Went through the procedure for as shown below, but I am still observing the
same problem as before.

"Windows Installer" still malfunctioning....

"WORD" .. message appears "This document could not be registered. It will
not be possible to create links from other documents to this document.
Second message appears. "This document could not be registered. It will not
be possible to create links from the other documents to this document.
(C:\...\Startup\jawsPDFCreateInit.dot), same message when opening any word
document.
Just to clarify I carried out the instructions as shown here:
Do the following:

But had no effect.
Component Services, don't worry about it. DCOM was screwed already.

Well, went through the processes yesterday and last night, and carried out
all the steps covered in:

The outcome was very little in respect of resolving the problem of Symantec
and the Widows Installer, I deleted so I believe, everything in connection
with Norton Antivirus and the WMI which symantec provides as an
update.....however as far as XP is concerned, Norton antivirus is installed,
and apparently running well, although I have deleted the whole package, I
believe.
Unfortunately during this process I must have changed a few things or
deleted a few things possibly from the register, which has caused several
problems to appear.
1, the RPC server does not appear to be running, If I try to install
anything now, I obtain a message:

"C:\Program files\ Installshield\ Installation

to terminate the application. If you attempt to run setup.exe from the
sub-directory, the following notice appears. The InstallShield Engine
(iKernel.exe) could not be launch. The RPC server is unavailable.
2, Should i try to open up help or to do a search, the left hand
window(Search Companion) remains blank.
3, From the 'Start' menu, the Help and Support, does not work when selected.
4, I saved a backup of the whole registry, before attempting any editing,
but I am having problems importing it back in, The Registry Editor window
appears with the following text.
Cannot inport C:\check\ Regbackup29032005.reg: Not all data was successfully
written to the register. Some keys are open by the systems or other process.
I have tried, importing in the "safe Mode" level, but exactly the same
result appears.
Note. One thing I have found, was I had another Anitvirus software
installed a while back, "AVG7", this I deleted/removed sometime ago however,
I have found the entry below:
\HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\AVG7Uninstall
\Directories
\Features
\TextCache.
I have tried to remove the above but with no success, both in normal mode
and Safe Mode I have checked to see if anything else, program or service may
still be running. An error Deleting Key Message appears "Cannot delete
AVG7Uninstall: Error while deleting key".
5. Carried out the instruction for removing the "normal.dot" file, however I
am stil l observing the same problem or messages previously.
At the moment, I am still running XP, with resources, and I am still able to
connect to the Internet, I have been able to install Mozilla, which allows me
to work with Outlook express. Connection is through a router, I have disabled
"Zone Alarm" firewall, temporarily since the article mentioned a problem with
this application and XP +SP2.
I would like to install some antivirus, I cannot install AVG7, because it
believes it he full application is already installed.
Any help would be on the above would be gratefully appreciated.
If you are still following this thread, I have been able to uninstall Norton
completely, and using another antivirus product, which appears to be running
quite well. However, I still have problems with XP, previously explained
before.
For the moment I am going to re-install, XP, onto another area of the disk,
and make it the active directory, I will not delete the original, since I
will look at the problems in the future... Just as well this isn't for
business use.
