winsock startup failed

Does anybody have good and simple recipe to overcome this problem: Winsock
startup failed? I have Windows XP home sp3.
Network diagnostic add the following:
warn Error 12159 determining offline status of IE: The TCP/IP protocol iss
not installed properly.
error Error in initial InternetOpen call: 12159
Everything was OK since today's morning. Then I have a long brake and after
it I found out that my home network and Internet does not work on this
computer. Out of the blue.

Try run,type:cmd In cmd type: netsh Winsock reset then Press enter key..

In Windows XP, a reset command is available in the IP context of the
NetShell utility. Follow these steps to use the reset command to reset
TCP/IP manually:
To open a command prompt, click Start and then click Run.

Copy and paste (or type) the following command in the Open box and then
press ENTER: cmd

At the command prompt, copy and paste (or type) the following command and
then press ENTER: netsh int ip reset c:\resetlog.txt

Note If you do not want to specify a directory path for the log file, use
the following command: netsh int ip reset resetlog.txt

Initialization Function InitHelperDll in IPMONTR.DLL failed to start with
error code 11003.
So nothing changed, sorry!

Then:
Sucessfully reset the Winsock Catalog.

After restart of computer I got the same: Winsock startup failed.
Have another idea? I will appreciate it.
