Evertime I try to shutdown or reboot my computer I get an
error message of DWWIN.EXE error and something to the
effect that a dll failed to load. The message comes up so
quick it's really hard to read because it's gone almost as
quickly as it comes up. Anyone know what this means and
how to get rid of it? I'm not even sure what dwwin.exe is.

DWWIN is a reference to XP's error reporting tool. If this just started
happening recently, you might try System Restore to take you back to a time
before it began.

If this is an ongoing issue, you might try a repair install as follows:
Boot from the CD or you can insert the CD while at the windows desktop but
when the setup screen appears, exit setup and reboot. If your system is set
to be able to boot from the CD, it should detect the disk and give a brief
message, during the boot up, if you wish to boot from the CD press any key.

Once you have pressed a key, setup should begin. You will see a reference
asking if you need to load special drivers and another notice that if you
wish to begin the ASR (Automatic Recovery Console) depress F2. Just let
setup run past all of that. It will continue to load files and drivers.

Then it will bring you to a screen. Eventually, you will come to a screen
with the option to (1) setup Windows or (2) Repair Windows Installation
using the Recovery console.

The first option, to setup Windows is the one you want and requires you to
press enter. When asked, press F8 to accept the end user agreement. Setup
will then search for previous versions of Windows. Upon finding your
version, it will ask if you wish to Repair your current installation or
install fresh. Press R, that will run a repair installation. From there
on, follow the screens.

I did what you said and on my first and subsequent reboot
I get the same error message. Is there anything else I
can do?

The only other thing to do is to try to find the source of the issue.

Place the XP CD in the drive, when the setup screen appears, select "Check
System Compatibility" and see if anything turns up.

Right click My Computer on the Start Menu, select properties, go to the
Hardware tab, click Device Manager and look for any red or yellow warnings.
These would be indicative of an issue with some hardware device or drivers
for that device.

Open Control Panel, if it is in graphic mode, open Performance and
Maintenance, open Administrative Tools and open Event Viewer. If it is in
list mode, open Administrative Tools and open Event Viewer. Go to the
various sections and look for Errors or Warnings that correspond to the time
the event occurred. Double click; the information contained within may give
a clue to the source of the issue.

I had the same problem. As it turned out a program was causing the error to
pop up. Once I turned off the program through MSCONFIG, everything came back
to normal. I was a matter of turning off a single program on the sys tray
and rebooting each time until I found the problem program.
