Unicode-aware Notepad bug

I've discovered an interesting but in the unicode-aware
versions of notepad. Type the following into notepad:

to dog cat pet

then save it and try to reopen it. You will notice that
notepad is trying to display the file as a unicode
document. If you choose file/save as at this point the
default format will be unicode.

The actual letters don't appear to be the issue, I have
made this fail with random letters, but the pattern of
letters and spaces seems to be important. Also, adding a
carriage return seems to make everything ok.

Any ideas what notepad is doing to get confused about the
format of this file?
