Background colors don't show in browsers

When I view a web page in any browser, be it Firefox, IE, or Chrome,
the HTML instructions for displaying background colors are not
displayed. Likewise for text, except for links <a href=anything>. I
get either black or white. I have installed the video driver that
came with my monitor (Samsung SynchMaster 192N). Where could this be?
The video card? The video driver? I'm baffled.

In Firefox, click Tools, Options, Content, "Colors" button, and make
sure "Allow pages to choose their own colors..." is checked.

In IE, click Tools, Internet Options, General tab, Colors button,
Windows Colors.

I've done both of those things and neither program works.

Here are a couple of other things to try:

- Use System Restore to go back to a date when it worked properly.
- Try lowering graphics hardware acceleration slide. You can lower
graphics hardware acceleration in Display Properties, Settings tab,
Advanced button, Troubleshooting tab. If this helps, you probably need
a different graphics card or drivers.
