bluetooth configuration: license.dat is missing

I am trying to use a bluetooth headset with my laptop. The laptop is able to
detect the device, however, no services for the device are listed. I am
testing 2 different headsets, and no services appear for either one. The
laptop also successfully detects my cel phone, and it has a dial-up service
that uses COM 4.

However, when I try Bluetooth Configuration from the Control Panel:
>> Bluetooth device not found.
>> please verify that your Bluetooth device is properly connected and turned on.

When I try the Bluetooth icon on the task bar:

>> Your Bluetooth Software license does not include use wth thie Bluetooth device. [6]

I click OK
A file browser opens - in search of the file license.dat
I click Cancel

>> Bluetooth Software License file not found. [2]

I've reinstalled the drivers but that did not solve the problem.

I'm using Windows XP SP2, and my Bluetooth software is Widcomm.

Don't forget there is a WinXP.hardware group - what do Widcomm say about
this problem?
