For some reason when I hit the Print Screen button it will paste
in Paint and Word 2002 but not in PaintShopPro.   In says unable
to get the data from the clipboard.  It's a fairly old version of
PSP.  4.1 a 1996 version.  I upgraded once but went back to
version 4.1.   Think I need to upgrade?

Be a good start .. I doubt you'll get anyone interested in
debugging/fixing a 7 year old program.

Not sure about Paint Shop Pro, but you can't paste directly into Adobe
PhotoShop Elements without first creating a blank image file to paste
into.

Hmmm.  That's basically how I've made a temporary end run around the
problem.  I put a shortcut to Paint on my desktop.  I use Print Screen,
paste it in Paint, save it as .jpg or .bmp.  Then I can open it in
PaintShopPro and edit it.

Way too much effort. Surely Paint Shop Pro, like PhotoShop Elements,
has a toolbar button for a new blank image file, or alternatively File
> New.

One additional notation. You mention that you can paste into Word.
By default Word opens with an initial blank Document page. Close that
initial blank Document page and you will see that you can't paste into
Word, either. Virtually any program requires an existing file or new
blank file to paste into. Some programs, such as Microsoft Photo
Editor, apparently hide that fact by automatically creating a new
blank image file, named "untitled1", when you attempt to paste without
first having an existing file or new blank image file to paste into.
