XP and 'Can't run 16-bit windows program' Error

When I try to install certain programs i get a an error

Can't run 16-bit windows program
Cannot find file c:/picvideo.exe (or one of its components). Check to ensure
the path and filename are correct and that all required llibraries are
available.

This installs just fine on anther Windows XP machine, and this is not the
first time that this has happened though it is rare.

Any ideas anyone?
