Since the speed settings and duplex is set to Auto, you need to first
check the cable and switch. Cables that are slightly "borderline" can
force the speed to 10. Bad or failing switch can also do this.
Also, are you sure you have a switch? A speed setting of 10 Mbps
would / could suggest an older Ethernet hub, which were mainly
"locked" at 10 Mbps.

1. Will change driver first.
2. Also will change PC network cable. For some reason the Cisco 2950
switch it connects to is set on that respective port to half duplex,
10 Mbps. I tried to set it to 100Mbps and full duplex but machine will
not connect to the DHCP server and not get even an IP address.

The the PC's Ethernet port is stuck at 10 Mbps or the cable is too
poor for 100 Mbps.
Just as an aside, being now in the boondocks, I've found that Internet
speed often depends on what OS you are using. For example, I've had my
DSL race like a T3 with Vista, but in Win98/XP acts just like my cable
broadband.
