If you are talking about "C:\Program Files\directx" (or similar), that
folder is always empty. DirectX is installed into the Windows and
System/System32 directories.
To verify whether DirectX has been installed properly select 'Run' from the
start menue and type 'dxdiag'. Then click OK.
Are these the steps you're trying? If not, give them a try..
1. Shut DL accelerators, firewalls and antivirus programs off before downloading or installing.
2. Download DirectX 9.0b:
http://microsoft.com/downloads/details.aspx?FamilyId=141D5F9E-07C1-462A-BAEF-5EAB5C851CF5&displaylang=en
3. Double-Click the downloaded file to install it.
4. If you get an error that's it's not LOGO tested, click YES to continue, or...
Click Start / Control Panel / Administrative Tools / Services
Scroll down to "Cryptographic Services", double click it and
change Startup type to: Automatic and click the "Start" button.

Usually you will see their icon on the taskbar or icon tray, which
you can right click to exit them. Another method would be to
hit CTRL+ALT+DELETE and END Task them in the task manager.
