I'm assuming your talking about a QFE for either XP Embedded or XP
Professional.
If it's an XP Embedded QFE, these need to be applied to your development
machine, or wherever the database for XPe resides. After you have applied
the QFE open your SLX and update the components that were affected by the
patch.
If it's an XP Professional QFE, these cannot be applied directly to your
runtime image.
If you need to update your devices in the field look into DUA. Search
Google, or the help docs for DUA or Device Update Agent.

won't work.
As Brad already pointed out, you should install the package on your
development machine and then re-build your image with hotfix components
included.
If you're applying the QFE to you dev.machine and see the error message,
most likely the package exe is broken and you will need to download it from
MS site again.

It sounds like the download had problems. Try downloading it again on
another computer or something. It should fire up as "Windows XP Embedded
Q824704 Setup Wizard" and should install and update the database on it's
own. Sorry I can't be of more help. If this is urgent and you need to get it
