Configuration Management Interface error

I created a file .slx
I try to open this file with another PC and therefore with another target
designer.
Both target designer are the same version because installated from the same
CD.
The target designer show the following error:
Configuration Management Interface (CMI) error code 0x800a16a8
Description=language support prototype doesn't contain valid cmilangid
property.
Which is the problem?
Maybe I forgot to instal some components or upgrade?
