I've created a blank mouse cursor that makes the mouse invisible when
winlogon and shell are running. However, the mouse cursor still shows
in the middle of the screen before winlogon shows up.

How can I hide the mouse cursor before winlogon?

I've ordered the devkit and runtime licenses for production. Does the
white WindowXP Embedded watermark text dissappear in the licensed
version of XPe?

Vijay,

If you want mouse cusor to be completely absent and you don't want mouse
then you can remove all support for pointing devices.

When you make non eval build there is no watermark text.

Actually, something the pointing device support need to be there (e.g., if touchscreen used) but the mouse cursor is not required.
Various approaches have been discussed in the NG:
