FBA can automatically scan and install visual studio on the target machine?

I would like to share this experience with you.

I had a dual-boot target machine with the C: boots to XP
Professional(XPP) and D: boot to XPE for testing. The C: intalled
with XPE tools, VS 6.0 and VS.NET. After I build the XPE image and
deployed via D:, I found one interesting that in the XPE image was
under the "All Progam" menu there was the "Visual Studio 6.0" and
"Visual Studio .NET". When I clicked on the VC6, the IDE was just
working like I installed VS manually. When I clicked on VS.NET a
message box pops up "msvcr70.dll missing". I am sure there was no VS
component in my XPE configuration and I deleted all XPE files in D:
before the deployment.

Is anybody had the same experience and know why this happened? because
if FBA already built in with capablity to scan for existing VS tools
and re-connected in the XPE what would be the formal way to do that?
