copy profile problem--"copy to" unavailable

I'm having some difficulties customizing XP for imaging and rollout. I'm
trying to create a custom profile to copy to the Default User profile, but
although I'm logged on as local administrator when attempting to copy the
custom profile, the "Copy to" button is greyed out. The user is a member of
the Users group. I've gone over MS Q291555, which addresses this issue, but
none of the conditions apply (I'm not logged in as the user, we're not using
fast-user switching, and the Administrator has full control over the user's
profile). This is a straightforward task in NT 4 and 2000, but I'm having
terrible trouble with XP. Does anyone have any suggestions?

user's account?

Try after a fresh boot without having logged in as
the account being copied-from. There are sometimes
open handles, released in a lazy fashion, in the way.
