Try turning off then on, there isn't any intelligence in these routines. A wrong unexpected value may show as ticked.

What other symptoms can you find? Can you r click main start, files on the desktop, etc.

I tried uncheck apply then check and apply still no change.
I can right-click everywhere except in the programs list, I noticed that
explore also doesn't work.

But all others work? If so this symptom is called by a context menu extension that is faulty and is answering Explorer YES I do the open command when it doesn't. Because it only shows up here it is generally not noticed.

AVG (at least the previous version) caused this. Here's some previous instructions I wrote.

Deleting all five of them fixed the problem. I still have the exported
copies if I encounter a problem later that I think might be a side-effect
from the fix.

Now what you do is merge (ie double click) the file one by one. And note which file the problem reoccurs. Don't just stop here. We''ve disabled a large part of windows functionality. This is finding the exact problem one. Keep the files till I say otherwise.
