Running a "batch file" on Shutdown

Under gpedit.msc that you can have StartUp/Shutdown scripts.
Computer Configuration | Win Settings or User Configuration | Win Settings.
I would like to run a program or a batch file (if WinXP can indeed run batch
files - as DOS is no longer "there") on Shutdown (or even Startup) but do
not know anything about Scripts. Can anyone point me to a site that explains
how to do this? I would like to run a simple backup of files to a spare
drive and that only those that have changed since previous backup be
written/copied across.
Hoping that someone can help me with this.

It is similar to DOS but it is the CMD.EXE program that opens a command windows
and processes .bat files.
