Organize Windows Toolbar Layout?

Hello -

I'm having a helluva time getting the toolbars in the Windows taskbar
organized the way I want them. I'm looking for a three-line display
using four different toolbars in a certain order. Drag and drop never
seems to put them the way I want them. I'm wondering if anybody knows
of an application that makes toolbar organization easier. I've
searched all over the place and can't find anything that organizes the
toolbars, just ones that organize the buttons within the toolbars.

Any suggestions?
